Russ Carter graduated from the Civil Engineering Technology program at the Oregon Institute of Technology in 1990.  His academic background is diverse in the engineering field and includes surveying, public works, construction, and structural engineering disciplines.  Prior to his employment with ZCS Engineering, formerly Zbinden-Carter Engineering, he gained extensive engineering and construction experience in the bridge and highway construction field.

During his employment with ZCS Engineering, Russ has served as project manager on a multitude of structural and civil projects.  His engineering background includes municipal, industrial, commercial, agricultural, medical, institutional, and residential projects.
